I would think the best location for a drug rehabilitation facility would be located in warm tropical state like Florida or Hawaii. Even California or Arizona would be ideal locations too. I think the warm weather would help improve the outlook of a person needing help. They would want to get up each morning and be ready to move around. The warm weather would also improve their attitude.
